For household sewage treatment system the Health District provides the following: site evaluations for new systems, permits for new systems, permits to alter or replace existing systems, investigations of complaints for malfunctioning systems and enforcement measures for failure to comply with these regulations, which include hearings before the Ashtabula County Board of Health and referral to the Ashtabula County Prosecutor’s Office.

Site Evaluations
A lot evaluation determines the feasibility of installing a home sewage treatment system on a parcel of land, whether it is a vacant parcel or has an existing home on the lot and the home is being replaced, or the home is being sold or refinanced. This evaluation will determine the type and location of the sewage system to be installed. The following items need to be completed before the sanitarian will perform this site evaluation:
1. Complete the Site Evaluation form and include copies of the current deed, a survey or tax map of the property, and a survey description of the lot. The cost of this evaluation is $150.00.
2. If an existing home needs replaced an OK to Use form will need to be completed and include a floor plan of the new home, and a property layout showing where the septic, well and outbuildings are located. The cost of this evaluation is $150.00.
3. If the home is being sold or refinanced a septic and well inspection can also be completed. Requirements are that the home must be occupied on a full time basis, and the system cannot be pumped 30 days prior to the inspection. The homeowner must complete and sign the application. This site evaluation is usually done on a Monday or Tuesday and takes one (1) week to complete after the application and fees are received. The cost of this evaluation is $125.00 for the septic inspection and $25.00 for the well inspection.

Household Sewage System Permits
The cost of an alteration/replacement permit is $280.00.
The hours to receive these permits are from 8:00 a.m. to 10:00 a.m. weekdays.
